There are several functions that seem to belong between the receptionist and the command system. I see these:

Caller authentication, {passwords ?}

establishment of ciphering

execution of policy of what to do when there is already a circuit built to this name's command system.

Here I see these possibilities:
If the command system were found unprompt, negotiate with the user about these possibilities

Give the user a new command system with the same directory (and FILEDEF?),

We must be careful here to not provide two slightly different multiprogramming facilities for the user. There is already a proposal for starting a command from a terminal before earlier commands have finished.

Allow the user (at the other end of the new circuit) to break the old circuit.

This policy can be set by the user and postponed to the event.
