In figure 1 monopoly has the attributes that give monopolies a bad name.
Collusion is bad for the communicators.
In figure 2 it is better for the communicators if the transmission providers collude; they share a ‘commons’ with its potential tragedies.
Perhaps everyone is better off if someone buys all the transmission providers in figure 2.
