Node designers may feel limited by 4 bits and the consequent limit of 15 links per node.
Designers might want to design clusters of nodes that collectively act as a DSR node and where 15 external links is an intolerable limit.
Such nodes can require 8 bits, or two turn ops and the rest of the net may be uninvolved, except that scouts might possibly need to know.
If packet priority or other QoS information is to be conveyed in the turn op, the scout probably needs to know this as well, and also inform guides.
