This Wall Street Journal article notes that new long digital fiber is recently more going into “private” networks, such as Google and Facebook.
It does not say what the data formats are but suggests that the logic is that the network operator owns the data and controls the data priority this leads to better priority decisions.
If so I would call that a market failure.
Perhaps it is related to “network neutrality”, perhaps to emerging network oligopoly.
It suggests where DSR might gain a foothold.
